Jeffrey C. (Jeff) Bauer, Ph.D. - Keynote Speaker

Dr. Bauer, an internationally nationally recognized health futurist and medical economist, is a Chicago-based management consulting partner at Affiliated Computer Services, Inc. (ACS). As leader of the futures practice of ACS Healthcare Solutions, he forecasts the future of health care and develops practical, creative approaches to improving the health care delivery system.
Dr. Bauer has published more than 160 articles, books, Web pages, and videos on health care delivery. His latest book, Paradox and Imperatives in Health Care: How Efficiency, Effectiveness, and E-Transformation Can Conquer Waste and Optimize Quality (Productivity Press, 2008), provides a realistic analysis and plan for health reform. He speaks frequently to national audiences about key trends in health care, medical science, technology, payment, information systems, public policy, and creative problem-solving. Dr. Bauer is quoted often in the national press and writes regularly for professional journals that cover the business of health care.
With 18 years of consulting experience, he assists hospitals and other provider organizations with strategic planning and visioning, leadership education, technology assessment, and service line transformation. Dr. Bauer also spent 17 years as a professor at two medical schools and served as Health Policy Adviser to the governor of Colorado. He was a Ford Foundation Independent Scholar, a Fulbright Scholar (Switzerland), and a Kellogg Foundation National Fellow.
William A. Bergman
Director, Employee Benefit Plans & Programs Exelon Corporation
As Director, Employee Benefit Plans & Programs, Bill leads the group responsible for the design, administration, communication and compliance of Exelon’s employee benefit plans. Bill joined Exelon Corporation in 2004.
Prior to Exelon Corporation, Bill had 17 years of experience in the benefits field including both corporate and consulting firm positions. Bill has an extensive level of experience in the fields of employee benefits, risk management and retirement plans.
He holds a B.A. in Political Science from Kalamazoo College, a Master of Public Affairs from the University of Texas LBJ School and the Certified Employee Benefit Specialist (CEBS) designation since 1989.

Eric Hargan

Eric has an extensive history in healthcare and health related topics. He has provided advice to clients in the areas of transactions, healthcare regulations, healthcare policy and government relations. Prior to joining MWE, Eric served in the position as Secretary of the US Department of Health and Human Services. He also was the Regulatory Policy Officer of the US Department of HHS. In those roles, Eric ovesaw all operations as it related to Medicare, Medicard, regulation of food, drugs and medical devices, public health, welfare programs, medical research and other activities. In addition to these functional roles, Eric has spoken widely and been published both in the US and overseas on health-related topics. Mr. Hargan received his law degree from the Columbia University School of Law.
Candace C. Shelton, R.N., CCM

Candace Shelton is a Registered Nurse and Certified Case Manager with almost 20 years of practical and health management experience. She is a Director in Buck’s National Clinical Consulting practice and is based in the Berwyn, Pennsylvania office. Her consulting experience has included both the private and public sectors, and managed care arenas. Candace’s experience covers a wide range of health care areas however she specializes in developing and evaluating strategies to improve engagement and outcomes within population health management programs. Her responsibilities include analysis of cost drivers, identifying opportunities for cost savings, plan design, vendor selection, contract negotiation, and performance review.
Terence Sullivan, MD, MM
Internal Medicine Physician
Dr. Sullivan has 18 years of experience as a Board Certified Internist with a full-time practice in Chicago. He has academic appointments at Northwestern Memorial Hospital and the Rehabilitation Institute of Chicago where he continues to be involved in teaching medical students and residents. He has served on multiple Boards and committees at both institutions and is a former Chief of Staff at the Rehabilitation Institute of Chicago. Dr. Sullivan is a medical consultant to the City of Chicago’s Laborers and Retirement Board and Municipal Employees Annuity and Benefit Fund. Since 2004, Dr. Sullivan has implemented a new practice style where he can spend more time with patients and focus on preventive medicine, health maintenance, improved compliance and better disease management.
